Governance

The IPT is a company limited by guarantee (No 1308583), with no share capital, under Section 30 of the Companies Act.

The IPT is a registered charity (No 287527). The direction and control of the IPT is determined by the Board of Trustees whose members are also directors of the company. The composition, election and retirement of Trustees are governed by the Articles of Association. The Trustees do not receive remuneration.

The maximum number of Trustees is 18, consisting of:

  • Up to 11 parliamentarians
  • Up to 7 non‑parliamentarians, at least two of whom shall be from subscribing companies 
The Trustees are appointed after a process of open recruitment.

The Board of Trustees has the power to delegate to a Management Board and other committees and working groups, some of which are governed by the Articles of Association.

The Board of Trustees may from time to time appoint Presidents.


The Management Board

The Management Board is part of IPT’s governance and advisory structure and its members are appointed by the Trustee Board. The Management Board has over the years provided a valuable resource of business expertise to the Trustees. The Management Board Chairman and Deputy Chairman are also Trustees and report directly to the Board of Trustees on the Management Board’s activities.

The purpose of the Management Board is to assist the Chief Executive in his duties, including development and implementation of strategy, operational plans, policies, procedures and budgets; monitoring of operating and financial performance; prioritisation and allocation of resources.

Rosemary Brook
Chairman of the Management Board

Rosemary Brook is a Director of Kaizo, an independent communications consultancy, which is a member of the IPT. She has been actively involved with the IPT throughout her career, completing her Corporate Fellowship in 1992. Rosemary became an IPT Trustee in March 2006 and Chairman of the Executive Committee in January 2007, having served as a member for ten years. Her experience covers a wide spectrum of business sectors and she has played an active part in her own profession as President of the Chartered Institute of Public Relations in 1996 and Master of the City of London Guild of Public Relations Practitioners in 2004.

Sharon Davies
Deputy Chairman of the Management Board

Sharon Davies is the Senior Director of Corporate Affairs for DHL, responsible for Government Relations for the group in the UK, and CSR and Environmental Management for DHL Express UK. Sharon has been involved in public affairs for eighteen years with experience of working for an MP, as well as public affairs consultancy and latterly as an 'in-house' practitioner with DHL.

Simon Astley

Simon Astley is Head of Public Affairs at Balfour Beatty plc, the global infrastructure and support services company, where he is responsible for government and corporate activity. Prior to this he was with BAE Systems plc for almost 10 years latterly as Director Parliamentary Relations. Simon has over eighteen years experience in public affairs and corporate communications including blue chip and local and national politics. He is a corporate Fellow of the IPT and a member of the CIPR.

Bill Bartlett Bill Bartlett

Bill Bartlett was appointed Corporate Affairs Director for McCain in 2006.  In his role he is responsible for media relations, internal communications in the UK and the company’s public affairs programme across Europe. As part of his role Bill heads up the McCain Corporate Social Responsibility programme in the UK, and is responsible for co-ordinating the company’s progressive journey towards an ever more sustainable business model. Prior to this Corporate Affairs role, Bill was Sales Director of McCain Foodservice for seven years and before that General Manager for Central Europe. He has been with the company for 23 years.

Bobby Hain Bobby Hain

Bobby has over 30 years of experience in media and is currently STV's Director of Channels, responsible for the company's range of consumer services across television and online. STV holds two Channel 3 licences for central and north Scotland and reaches over 90% of its potential audience every month. The company has also seen rapid growth in its digital portfolio, attracting over 3 million users per month. Bobby is a member of both the RTS and BAFTA and is also chairman of the Scottish Youth Theatre.

Wendy McMillan Wendy McMillan 

Wendy is currently Group Strategy & Business Development Director at Arqiva. In this role, she is responsible for driving the overall strategic direction of Arqiva as well as leading business development, marketing, technology, regulation & public affairs and transformation. Prior to joining Arqiva in June 2011, she founded an online professional services business for which she received the Cartier Women's Initiative Award for Europe in 2010. Her corporate experience includes a number of senior roles at BT - spanning operational and commercial line management as well as strategy. Whilst her earlier career was spent in strategic and financial roles at Sappi Ltd, Bain & Company and Smedvig Capital.

Dominic Morris CBE  Dominic Morris CBE

Dominic Morris is the Director of Group Public Affairs at Lloyds Banking Group. Prior to this, Dominic was the Strategic Director of the Digital Britain Project, editor-in-chief of the Digital Britain White Paper, and expert adviser on Digital Britain to Ministers in the Department for Business, Innovation and Skills and in the Department for Culture, Media and Sport. From 2003 to 2008, he was Chief of Staff at the communications sector regulator, Ofcom.  Before that, he worked at the BBC, the Independent Television Commission, and in the Prime Minister’s Office, under Lady Thatcher and Sir John Major, where his responsibilities included technology, industry and City relations, communications and media policy. He was made a CBE in 1997 for services to government.

Ian Pellow

Ian Pellow is Chairman and CEO of Halkin Capital Partners LLP. During his career Ian has gained broad financial and general management experience in international banking and financial services in both UK listed plcs and US investment banks. Ian has held senior positions in the corporate functions of multi-nationals and global investment banks including British Telecom, Salomon Brothers, Bankers Trust and Deutsche Bank in London.

Keith Sharp Keith Sharp

Keith is Vice President, Tata Consultancy Services (TCS) responsible for Public Policy issues and management for TCS in Europe. He joined TCS in 2002, with a mandate to create and implement the marketing function in the UK and to establish best practices for global implementation. As well as his native UK, he has lived in Hong Kong and Russia. Career highlights include creating joint venture firms in both China and in India – the latter in the early 90’s, as India’s economy first began to liberalise and globalise. He has also represented TCS on the ‘responsible marketing’ group for Business in the Community and is an Advisory Board Member of the EMEA IT Services Marketing Association.
