Governance

The IPT is a company limited by guarantee (No 1308583), with no share capital, under Section 30 of the Companies Act.

The IPT is a registered charity (No 287527). The direction and control of the IPT is determined by the Board of Trustees whose members are also directors of the company. The composition, election and retirement of Trustees are governed by the Articles of Association. The Trustees do not receive remuneration.

The maximum number of Trustees is 18, consisting of:

  • Up to 11 Parliamentarians
  • Up to 7 non‑parliamentarians, of whom 5 must be ‘industrialists’ and 2 non-industrialists
The Trustees are appointed after a process of open recruitment.

The Board has the power to delegate to an Executive Committee and other committees and working groups, some of which are governed by the Articles of Association.

The Board may from time to time appoint Presidents whose role is set out in the Rules of the Charity.


Executive Committee

The Executive Committee (“ExCom”) is part of IPT’s governance and advisory structure and its members are appointed by the Trustee Board. ExCom has over the years provided a valuable resource of business expertise to the Trustees. The ExCom Chairman is also a Trustee and reports directly to the Board on the ExCom’s activities.

The purpose of the ExCom is to assist the Chief Executive in the performance of the IPT, including development and implementation of strategy, operational plans, policies, procedures and budgets; monitoring of operating and financial performance; prioritisation and allocation of resources.

Rosemary Brook - Chair of the Executive Committee

Rosemary Brook is a Director of Kaizo, an independent public relations and digital communications consultancy, which is a member of the IPT. She has been actively involved with the IPT throughout her career in industry, advertising and public relations, completing her Corporate Fellowship in 1992.  Rosemary became an IPT Trustee in March 2006 and Chairman of the Executive Committee in January 2007, having served as a member for ten years. She is a senior adviser to a number of Kaizo’s national and international clients and has played an active part in her own profession.  She was President of the Chartered Institute of Public Relations in 1996 and Master of the City of London Guild of Public Relations Practitioners in 2004. 

Simon Astley

Simon Astley is Head of Public Affairs at Balfour Beatty plc, the global infrastructure and support services company, where he is responsible for government and corporate activity. Prior to this he was with BAE Systems plc for almost 10 years latterly as Director Parliamentary Relations. Simon has over eighteen years experience in public affairs and corporate communications including blue chip and local and national politics. He is a corporate Fellow of the IPT and a member of the CIPR.



Phil Charrett

Phil Charrett is an Inspector in the Health & Safety Executive.He has been involved in raising paper industry standards, managing projects to improve manual handling techniques and examining health aspects in the UK semi-conductor industry.He was previously the lead in the Welsh Prison Service and was a member of the National Police Inspection team.In 2005, as Implementation Manager, he was responsible for implementing the national Trainee Inspector programme and recently led on introducing the Executive’s Management Standards on work related stress in the public sector including some leading government departments in Wales. He fully supports the IPT in maintaining and furthering its excellent partnership working.

Sharon Davies

Sharon Davies is the Director of Corporate Affairs for DHL, responsible for Government Relations for the group in the UK, and CSR and Environmental Management for DHL Express UK. Sharon has been involved in public affairs for eighteen years with experience of working for an MP, as well as public affairs consultancy and latterly as an 'in-house' practitioner with DHL. A Corporate Fellow of the IPT, Sharon has been involved with the IPT for a number of years and is keen to contribute to its success even further.

George Graham

George Graham is head of strategy development at the Royal Bank of Scotland, working with a small team to analyse and explore options and opportunities for the group. Before joining RBS in 2004, George was banking editor of the Financial Times and then headed that newspaper’s Lex column, delivering pointed and often acerbic commentary on business and financial markets. During 20 years as a journalist at the FT, he also served as the newspaper’s correspondent in Paris, covering the first “cohabitation” government under President François Mitterrand, and in Washington, where he covered the 1992 presidential election and followed President Bill Clinton on visits to Germany Poland Latvia and Italy. He was, in addition, the FT’s fishing columnist. 

Helen Kennett 

Helen Kennett joined Rolls-Royce plc as Director of UK Government Relations in 2010. Helen was previously Head of Government Relations at Thales UK and established their UK Government Relations office and has worked widely across Government, Parliament and Whitehall on defence and civil related issues. Before joining Thales Helen was Public Affairs Manager for Railtrack and previously worked for the Engineering Employers' Federation. Helen started her career in Westminster working for an MP. She is a Corporate Fellow of the IPT and is a member of the CIPR

Ian Pellow

Ian Pellow

Ian Pellow is Chairman and CEO of Halkin Capital Partners LLP. During his career Ian has gained broad financial and general management experience in international banking and financial services in both UK listed plcs and US investment banks. Ian has held senior positions in the corporate functions of multi-nationals and global investment banks including British Telecom, Salomon Brothers, Bankers Trust and Deutsche Bank in London.



Mike Snell

Mike Snell is General Manager – External Affairs at Waste Recycling Group Ltd, with responsibility for the Group’s public affairs, media and community relations programmes. Mike has been associated with the work of the IPT for more than 20 years, having been responsible for four Parliamentary fellowship programmes at three different companies during that time. He is a Director of Waste Recycling Environmental Ltd (WREN), an independent distributive environmental body that funds community and environmental projects under the Landfill Communities Fund to the tune of some £10 million a year. Mike is also a member of the Programme Advisory Board of Cranfield University's Integrated Waste Management post graduate MSc course. He is a member of the Chartered Institute of Public Relations.
